Yes — the account is what the sync is built on. It is made inside the app on first run, and it is the same account on every device you sign in on.
It belongs to the account, not the handset. Install BW&EJ on the new device, sign in with the same account, and it is restored there.
Yes. Sign in on both and they share the same data; a change made on one shows up on the other.
Through Google Play like any other app on your device — automatically if you have Play updates on, manually from the app's listing if you do not.
